New to ConDocs? Start here. Create an account, create your first project, and launch an outreach campaign in under 10 minutes.

Create your account
Go to condocs.io and click "Start free trial." Select Prime Contractor as your account type, enter your company name and email, and create a password. No credit card required for the 14-day trial.

Create your first project
From your dashboard, click "+ New project." Enter the project name, awarding agency (e.g. NYSDOT), contract number, bid date, site location, and the certification types required (MBE, WBE, DBE, etc.).

Launch an outreach campaign
From your project page, click "+ Launch outreach campaign." ConDocs will find matching certified firms in your area, let you configure outreach channels (email, fax, voice, SMS), and send invitations automatically.

Track responses
Monitor which firms received your invitation, accessed your documents, and responded. All activity is logged in real time on your campaign dashboard.

Generate your GFE package
When your outreach period is complete, click "Generate GFE Package" on your project page. ConDocs produces a ready-to-submit PDF with cover page, firm outreach log, and prime contractor certification.
What is a Good Faith Effort (GFE)?+
A Good Faith Effort is documented proof that a prime contractor made genuine attempts to include certified MWBE, DBE, or SDVOB firms in their bid. Agencies require GFE documentation when a prime contractor cannot meet the participation goal set for a contract. Without adequate GFE documentation, a bid can be disqualified.
What types of contractors should use ConDocs?+
ConDocs is designed for prime contractors bidding on government contracts that require MWBE or DBE participation goals. This includes general contractors, construction managers, engineering firms, and professional services firms bidding on projects with NYSDOT, MTA, NYC DDC, DASNY, OGS, Port Authority, and similar agencies.
How long does it take to set up a project?+
Creating a project takes about 2 minutes. Launching an outreach campaign takes another 3–5 minutes to configure firm targeting and outreach channels. ConDocs handles everything else β€” finding firms, sending invitations, tracking responses, and generating documentation.
πŸ“£Outreach campaigns
What outreach channels does ConDocs support?+
ConDocs supports four outreach channels: Email (delivered via AWS SES with delivery confirmation), Fax (delivered via Twilio with delivery confirmation), Voice (AI-powered voice calls via Retell AI or Bland.ai with full transcript and outcome logging), and SMS (delivered via Twilio with delivery confirmation and opt-out management). All four channels are available on Professional and Agency plans. Starter includes email and fax only.
How does ConDocs find firms to contact?+
ConDocs maintains a database of certified MWBE, DBE, and SDVOB firms sourced from NYC SBS, NYSDOT, NYSUCP, OGS, MTA, DASNY, SAM.gov, and other official directories. When you launch a campaign, ConDocs filters firms by certification type, NAICS trade code, and driving distance from your project site to identify the most relevant firms to contact.
How are voice calls handled?+
Voice outreach is handled by an AI voice agent that calls the firm, delivers your bid invitation, answers basic questions about the project, and logs the outcome. Every call includes an AI disclosure if asked, a DNC check before dialing, and a full transcript and audio recording saved to your campaign log. All call records are included in your GFE documentation package.
What happens when a firm says they're not interested?+
A "not interested" response is logged with a timestamp and counts as a documented contact for GFE purposes. Agencies want to see that you contacted firms and evaluated their responses β€” not just that you sent emails. Declined responses are included in your GFE package.
Can I run multiple campaigns for the same project?+
Yes. You can run multiple campaigns for the same project β€” for example, a first round targeting all relevant firms, then a follow-up round targeting firms that didn't respond. All campaigns are linked to the project and included in the GFE documentation package.
Does ConDocs comply with TCPA for SMS and voice calls?+
Yes. ConDocs checks the National Do Not Call registry before every SMS and voice call. All SMS messages include opt-out instructions (reply STOP). AI voice calls include a disclosure if the recipient asks whether they're speaking with a person. Opt-out requests are honored immediately and permanently.

Where does ConDocs get its firm data?+
ConDocs syncs firm data from official government certification directories including NYC Small Business Services (Open Data API), SAM.gov (federal), NYSUCP (NYSDOT DBE), OGS SDVOB registry, DASNY Business Registry, MTA DBE system, and Port Authority. Data is synced weekly for high-volume sources and monthly for others.
How current is the directory data?+
NYC SBS and SAM.gov data is synced weekly. Other sources are synced monthly. Each firm record shows its last sync date. ConDocs also cross-references certification expiry dates and flags firms with expiring or expired certifications.
Can I search firms by driving distance from my job site?+
Yes β€” driving distance targeting is available on Professional and Agency plans. When launching a campaign, enter your project site address and set a radius (e.g. 75 miles). ConDocs will filter firms to those within that driving distance, which is the standard used by most agencies for GFE purposes.
Is the directory free to browse?+
Yes. The public firm directory at condocs.io/directory is free to browse without an account. You can search by firm name, certification type, and city. Creating a free account gives you access to full firm details, NAICS trade codes, and the ability to add firms to your outreach campaigns.

What's included in a ConDocs GFE package?+
A ConDocs GFE package is a multi-page PDF containing: (1) Cover page with contract and prime contractor information, (2) Outreach summary with channel-by-channel counts, (3) Exhibit A β€” complete firm outreach log listing every firm contacted with date, channel, and response, and (4) Exhibit B β€” prime contractor certification statement with signature and notarization blocks. Each package has a unique Package ID for tracking.
Which agency forms does ConDocs generate?+
At launch, ConDocs generates GFE documentation packages compatible with NYSDOT (CONR 391/392), MTA (Schedule B / DBE-3), and NYC DDC (Subcontractor Tracking Form). Additional agency forms are being added. Check the Resources page for the current list of supported forms by agency.
When can I generate a GFE package?+
You can generate a GFE package at any time from your project page. However, for reporting purposes, formal compliance reports (monthly payment certifications, quarterly reports) are only available after the reporting period closes. This ensures your reports reflect complete, accurate data.
Is a ConDocs GFE package accepted by agencies?+
ConDocs GFE packages are designed to meet the documentation requirements of NYSDOT, MTA, NYC DDC, DASNY, and OGS. The package format follows standard GFE documentation guidelines. However, ConDocs is not a law firm and cannot guarantee acceptance by any specific agency. Prime contractors should review their contract's bid documents and consult legal counsel regarding GFE requirements for their specific contracts.
βœ…Compliance & reporting
When are monthly payment reports due?+
Monthly payment reports are due on the 10th of the following month for NYSDOT (CONR 392) and MTA (DBE-3), and the 15th for NYC DDC and DASNY/OGS. ConDocs tracks these deadlines and sends reminders. Reports become available to generate on the 1st of the following month after the period closes.
Can I generate a report for a period that hasn't ended yet?+
No. ConDocs enforces a strict rule that all formal reports run after the reporting period closes. This prevents submission of partial-period data, which agencies do not accept. Your dashboard shows live current-period progress, but the formal report PDF only becomes available after the period ends.
What is the compliance health score?+
The compliance health score is a 0–100 score for each project that reflects your GFE documentation completeness, outreach activity, response rate, and deadline status. A score above 80 indicates strong GFE documentation. Scores below 60 trigger alerts prompting you to take action before your bid deadline.

What payment methods do you accept?+
ConDocs accepts all major credit and debit cards (Visa, Mastercard, Amex, Discover) via Stripe. ACH bank transfer is available for Agency plan subscribers on annual billing. Contact support to arrange ACH payment.
Can I get a refund?+
Subscriptions can be cancelled at any time. We do not offer prorated refunds for partial subscription periods. Pay-per-project charges are non-refundable once the outreach campaign has been launched. If you experience a technical issue that prevents your campaign from running, contact support within 48 hours.
Is there a discount for annual billing?+
Yes β€” annual billing saves 20% compared to monthly. Starter annual is $519/mo ($6,228/yr), Professional annual is $719/mo ($8,628/yr), and Agency annual is $1,439/mo ($17,268/yr). You can switch to annual billing from your account settings at any time.
Do you offer government or non-profit pricing?+
Yes. Government agencies and non-profit organizations may be eligible for discounted pricing. Contact support with your organization's details and we'll work out an appropriate arrangement.

Is ConDocs free for certified firms?+
Yes. Creating a firm account on ConDocs is completely free. DBE, MWBE, and SDVOB firms can receive bid invitations, respond to prime contractors, browse subcontracting opportunities, and manage their profile at no cost.
How do I receive bid invitations?+
Create a free firm account at condocs.io/register and select "DBE / MWBE Firm" as your account type. When prime contractors launch outreach campaigns that match your firm's certification type and trade codes, you'll receive bid invitations by email (and optionally by fax, voice, or SMS if your contact information is in the directory).
How do I update my firm's information in the directory?+
ConDocs syncs firm data from official certification directories. To update your firm's information, you need to update it with the certifying agency (NYC SBS, NYSDOT, OGS, etc.) β€” changes will sync to ConDocs within the next sync cycle. You can also log into your firm account and update your profile directly for fields not covered by the official directories.
Can I submit a quote through ConDocs?+
Yes. When you receive a bid invitation and access the project documents, you can submit a structured quote directly through your ConDocs firm portal. The quote includes your scope items, dollar amount, and any notes. The prime contractor receives your quote on their dashboard and can mark it as selected or not selected with a documented reason β€” all of which becomes part of the GFE record.
